Seeking expressions of interest – Justice Navigator Fund

The Department of Justice is seeking expressions of interest from community and Indigenous organizations with the experience and interest in developing community-based Justice Navigator positions that will work to formalize system coordination with justice institutions to support indigenous clients involved with the justice system.

Overview

Program funding for Indigenous and community-based organizations to provide system navigation and case management support to Indigenous clients released from the criminal justice system. Justice Navigators will guide individuals through the justice system and help them overcome barriers that prevent them from accessing the supports and information they need. They will provide accessible, wrap-around services to Indigenous clients intended to support stabilizing and reintegrating people into community.

Funding Available

Funding for each Navigator position and program budget is $175,000 annually. Programs can apply for funding for up to 2 years. The Department will begin working with each funding recipient to stand-up programming once the approval process has concluded.

Funding is intended for costs related to salary, training and benefits for one full-time employee, as well as travel, office space and program expenses related to directly delivering services to NWT Indigenous clients navigating the criminal justice system.

Applications can be submitted by 5:00pm on Friday, January 10, 2025.

Eligibility

Community organizations must demonstrate that they have capacity and resources to develop, implement and maintain a community-based Justice Navigator program.

Program providers applying for funding will be prioritized based on the following criteria:

  • 3-5 years of experience in program delivery similar to Justice Navigator programming. Experience may include outreach and mobile case management support, peer support, client advocacy and navigation, housing, and income assistance.
  • Experience delivering programs and services for clients facing multiple barriers and complex needs.
  • Established working relationships with government departments, RCMP, and criminal justice officials.
  • Clearly defined staffing and programming capacity.
  • Willingness to use integrated service delivery case management practices and cloud-based reporting systems.
  • Capacity to provide annual reporting and track data for program improvements.
  • Ability to provide transportation (Class 5) for clients to access support for housing, income, employment and navigating the justice system.
  • Programming is located in an NWT community connected to the highway system
