New Blanket Orders under 31-103 (Renumbered March 3, 2010)
Since the coming into force of National Instrument 31-103 Registration Requirements and Exemptions (NI 31-103), we have received applications requesting exemptions from certain provisions of the Instrument. On February 26, 2010, the Northwest Territories has issued orders (along with other CSA jurisdictions) that provide:
- The continuation of transition/grandfathering provisions for persons and companies adding a jurisdiction: Blanket Order 31-502
- Relief from the chief compliance officer (CCO) proficiency requirements for portfolio managers adding a category: Blanket Order 31-503
- Relief from proficiency requirements for portfolio managers adding registration in the mutual fund dealer or exempt market dealer category: Blanket Order 31-504
- Relief from the time limits on examination requirements for dealing representatives of exempt market dealers (in Ontario and Newfoundland and Labrador only) and scholarship plan dealers in all jurisdictions who were registered when NI 31-103 came into force: Blanket Order 31-505
- Relief from client notification requirements under section 14.5 of NI 31-103 for certain Canadian registrants with head offices outside of the local jurisdiction: Blanket Order 31-506
- Relief from requirements to establish whether a client is an insider under section 13.2(2)(b) of NI 31-103 for mutual fund dealers: Blanket Order 31-507

Financial Fitness Challenge 2010
Young NWT residents are invited to take the Financial Fitness Challenge. (http://www.financialfitnesschallenge.ca/) This annual contest helps youth to learn about budgeting, saving and investing. Participants can compete with their friends or with other youth locally or nationally. The site also features its own Facebook page where young Canadians can exchange ideas and tips about managing money. An NWT winner will be randomly selected to win a notebook computer, and a national grand prize winner will be awarded $2,000.

National Registration Search (NRS)
The Canadian Securities Administrators (CSA) is encouraging investors across Canada to use its National Registration Search (NRS) to check the registration of a firm or individual when considering an investment opportunity or using a financial adviser.
Searching NRS allows investors to:
- check a registrant’s current or historical status dating back to March 14, 2003
- determine the category of registration that applies to an individual or a firm
- understand any registration terms or conditions that apply to a registrant
- view the participating jurisdictions where a firm or individual is registered
Investors can search NRS on the CSA website (www.securities-administrators.ca), or link to it through a participating provincial/territorial regulator’s website. Registration information from the Ontario Securities Commission (OSC) is not currently included in NRS. The registration section on the CSA website links to the OSC's Check Registration tool for Ontario registrants.

The CSA launches "Make it Count"
Talking with youth about budgeting, debit card use and common sense spending has been made easier with the Canada-wide release of Make it Count, an interactive money mentoring program and information resource from the Canadian Securities Administrators (CSA). Launched in conjunction with Investor Education Month in October, the Make it Count program includes a parent's guide, an instructor's guide and an online daily budgeting program that uses everyday situations like errands to engage youth in discussions about money management. You can access make it count here.
New International Financial Reporting Standards will be introduced on January 1, 2011.
The Canadian Securities Administrators (CSA) are publishing a number of CSA Notices that address proposed changes to securities legislation arising from the upcoming changeover to International Financial Reporting Standards.
